What you will learn

Your objective. By the end of this lesson, you will be able to explain GPI instant: cross-border payments on instant rails. gpi Instant is the SWIFT service that connects a cross-border gpi payment to a domestic instant payment system at the destination, so that the last leg of the journey, the credit to the beneficiary, happens in seconds.

Why it matters. Takeaway: gpi Instant makes the last mile instant, and the UETR links the gpi leg and the instant leg in one tracker view.

Chapter objective: How a bank finds a missing payment, answers an enquiry, and runs a case to closure

Key terms

Correspondent banking: A service where one bank holds accounts for another bank so the second bank can make payments in currencies or countries where it has no branch.

Exception: A payment that cannot be processed normally and needs manual handling, investigation or repair. Exceptions arise from missing data, failed screening, account errors or system faults.

Exercise

A buyer in London pays a supplier in Singapore SGD 95,000 on Tuesday at 10:00. Work out the gpi Instant journey and the time saved.

Use gpi Instant: the gpi payment travels to Singapore, then the last leg is credited through the local instant system, tracked under the same UETR.

  1. What to do. State when the supplier is credited with gpi Instant and when without it.

Correct result. With gpi Instant the Singapore bank maps the payment to FAST and credits the supplier at 11:32, two hours and 32 minutes after instruction; without it the credit would wait for the 17:00 batch, five and a half hours later.

Why. gpi Instant is a connection between two systems, and the mapping between them is the whole service.

gpi Instant is the SWIFT service that connects a cross-border gpi payment to a domestic instant payment system at the destination, so that the last leg of the journey, the credit to the beneficiary, happens in seconds rather than hours. A payment that travels from London to Singapore by correspondent banking can arrive at the beneficiary bank in Singapore and then be credited through the local instant system, and the gpi tracker shows the whole journey, including the instant leg, under the same UETR. It is the bridge between the cross-border world, where payments travel bank to bank, and the domestic instant world, where payments settle in seconds. Source: SWIFT gpi Instant service description, and SWIFT CBPR+ usage guidelines. Why gpi Instant exists is that the slowest part of a cross-border payment was never the international leg, it was the last mile. A payment could reach the beneficiary bank in two hours and then sit for a day waiting for the next batch credit, because the beneficiary bank credited accounts in batches, and the customer saw the money a day late even though the bank had it. By connecting the gpi payment to the domestic instant system, the beneficiary bank can credit the account within minutes of receiving the funds, and the customer experience becomes same-day or same-hour, which is what corporate treasurers and individuals now expect. The service exists because the domestic instant systems already existed, and gpi Instant connects to them rather than rebuilding them. The parties are the debtor bank, which sends the gpi payment with the UETR, the intermediary banks, which forward it, the beneficiary bank, which receives it and credits the account through the instant system, and the domestic instant system operator, which settles the last leg. The beneficiary bank must be a participant in both gpi and the local instant system, and it must be able to map the incoming pacs.008 to an instant payment instruction, which means it needs the beneficiary account details in the format the instant system requires, usually an account number or a proxy such as a mobile number. A payment that arrives without the proxy the instant system needs cannot use the instant leg, and falls back to a batch credit. How it works is shown by a worked example. A buyer in London pays a supplier in Singapore SGD 95,000 on Tuesday at 10:00, and the payment travels by gpi to the Singapore bank by 11:30. The Singapore bank maps the payment to the FAST instant system, credits the supplier account at 11:32, and the gpi tracker updates to show the credit at 11:32, two hours and 32 minutes after instruction, with the last leg taking two minutes. Without gpi Instant the same payment would have been credited in the next batch at 17:00, five and a half hours later, and the supplier would have waited until the next morning to see it. The difference is the last leg, and the tracker proves it, because the UETR links the gpi leg and the instant leg in one view. On success the beneficiary is credited within minutes of the funds arriving, the tracker shows the full journey, and the debtor bank can tell its customer exactly when the money landed. On failure the instant leg can reject the credit, for example because the beneficiary account is closed or the proxy is wrong, and the payment then falls back to a manual process, which is slower than the batch it replaced, because the operations team must now handle an exception in a flow that was designed to be straight through. The recovery is a pacs.002 rejection with a reason code, a correction of the beneficiary details, and a resend, and the bank must have a fallback that is staffed, not just a hope that the instant leg never fails. The data that makes gpi Instant work is the UETR, which tracks the payment across the gpi leg and the instant leg, the beneficiary account or proxy in the instant system format, and the amount and currency, which must match the instant system limits. If the amount exceeds the instant system limit, the payment cannot use the instant leg and must be credited by another route, so the debtor bank must know the limit before it promises an instant credit. A BA must specify the limit check, the proxy mapping, the fallback route and the tracker update, because a customer who is promised an instant credit and receives a next-day credit will complain, and the complaint will be about the promise, not the payment. Edge cases show the limits. A gpi Instant payment to a country whose instant system does not operate at night will still be credited quickly during the day, but a payment that arrives at 02:00 may wait until the morning, so the service is instant only when the local system is open, and the bank must say so. A payment in a currency the instant system does not support cannot use the instant leg at all, and must be converted first, which adds a step and a fee. A payment where the beneficiary bank is not a gpi Instant participant will travel by ordinary gpi and be credited by batch, and the debtor bank must not promise an instant credit it cannot deliver. The effect on the bank is a premium service it can sell to customers who value speed, and a tracker that proves the speed, which is the evidence the customer pays for. The effect on the customer is a supplier paid the same day, a payroll that lands on time, and a cash flow forecast that can rely on the credit time. The effect on operations is a new exception queue for instant-leg rejections, which must be worked in minutes, not hours, because the customer was promised minutes, and a slow exception queue destroys the value of the fast leg. What a BA, PO or SME must understand is that gpi Instant is a connection between two systems, and the connection is only as good as the mapping between them. The requirement must name the instant systems connected, the limits, the proxy mapping, the fallback, the tracker updates and the service level for exceptions. The test is to trace one payment from instruction to instant credit and to state, for each leg, the system, the message and the time, and if the instant leg cannot be traced, the design is not ready.
